Parmathi was born in Minnesota and has lived in New York, Mississippi, Denmark, and North Carolina. She was crowned Miss District of Columbia 2013 on Sunday, June 9, 2013, the 60th anniversary of the Miss District of Columbia Pageant. Her talent was a Bollywood dance and her platform was "Tolerance Upside-down: Intolerance for Blind Consumerism.” She received her B.S. from the University of North Carolina at Chapel Hill in Psychology and Political Science, Phi Beta Kappa. At the time of her victory, she was a law student at Georgetown Law Center.
