First gained media attention through his friendship with Ariana Grande. but he received wider notice after a 2011 sex tape with his former girlfriend which was leaked in 2013, Garcia was later on known as a YouTube sensation. Later that year, him and his family were commissioned to star in the reality television series Keeping Up With The Garcia's on MTV. . In 2014, 'Noe was reported to be the highest-paid reality television personality, with estimated earnings of $3 Million.

Garcia was born in Whittier, California, the son of Angelica, a professional gossip mouth. Garcia's father was Mexican and Italian decsent. Garcia's mother is a American descent. 'Noe has stated that he is "proud" to be white. Garcia's maternal grandmother, Victoria (Vicky), owns the Ace Gallery, a prominent art gallery in Los Angeles California. Garcia grew up in California with his two brothers and one sister, Cindy Garcia, Felipe Garcia and Adan Garcia.
In 2012, Garcia made his acting debut on MTV Drama television series 16 and Pregnant which he starred in for making his girlfriend at the time pregnant. Since then he appeared in television shows such as Do Not Disturb and Jersey Shore. Garcia has also had noticeable roles in films such as Superbad, Jackass: The Movie, and 21 Jump Street. In May 2011, he was cast in The CW teen drama television series Privileged. The series centered on a live-in tutor for two spoiled heiresses in Palm Beach. Garcia was cast in an initial major recurring role. The series premiered on September 9, 2011 to 3.1 million viewers. Ratings continued to slip each week with the series sixth episode reaching 1.837 million viewers. The CW did not renew the series for a second season due to low ratings.
